This pattern is common in artex, more often found on ceilings, here it was also on the walls of the landing and hallway, the pattern is deeper than that of a stipple so needs a different approach when attempting to cover it.  
The entire common area of the property had been artexed in this way, it was primed, flattened with bonding plaster and then skimmed. Here is the finished wall area, architraves have been re-fitted and it’s now dry enough for painting.
