This Artex pattern is very common and shallow so can simply be skimmed straight over with a little prep work before hand to seal the surface:

The room was being re-decorated, coving had been removed and lights re-positioned in the ceiling with holes patched up.

The ceiling was primed and skimmed and here is ready for painting once dry.
